In his time with the Boston Globe, Lehr was among the first to break the possibility of FBI corruption when dealing with Irish mobster Whitey Bulger. In 2000, Lehr was the author of the book Black Mass: The Irish Mob, The FBI, and a Devil’s Deal. This best seller was and still is the most complete chronicle of how Bulger was helped and even admired by certain members of the FBI and how this helped him further his stronghold on the Winter Hill Gang in Boston from 1979 until 1994.

The book focuses on one character, Bruce Ivins, who even after a history of mental illness was brought to work at the government’s biodefense labs at Fort Detrick in Frederick, Maryland without any type of background of mental competency check.
